This solicitation, RFQ47QMCA26Q0061, is a total small business set-aside under NAICS code 336212, issued by the General Services Administration’s Federal Acquisition Services Automotive Center on behalf of the Department of the Navy for the procurement of one 40-Ton Sliding Axle Trailer. The trailer is designed to transport heavy loads including ISO shipping containers, containerized freight, breakbulk cargo, construction equipment, and palletized supplies, with a minimum distributed payload capacity of 80,000 lbs. The unit must feature a true 40-ton rating, a hydraulic traveling axle, a fixed full-width upper deck, and a winch, built on a steel frame with specific hardware standards such as ISO 7241 Series B hydraulic couplers and NHTSA FMVSS 108 DOT C2 reflective tape. The trailer must comply with stringent marking and labeling requirements, including metal, non-ferrous, embossed or engraved data plates with manufacturer information, serial number, NSN, and curb weight, and shipping plates adhering to MIL-STD-209K and MIL-STD-1791D CHG-1 that include diagrams of lifting points, capacities, and sling specifications. Fuel and hydraulic tanks must be clearly labeled with approved fluid types, and tie-down D-rings must display capacity via raised casting. All packaging and preservation must follow GSAM 552.211-75, and no sticker-type plates or laser engraving are permitted without prior U.S. Navy approval. The solicitation has been amended to extend the closing date to June 30, 2026, at 1500 PM EST, and includes revised technical specifications detailed in Attachment 2 and vendor Q&A in Attachment 8. Proposals must be submitted electronically via email to mark.f.brown@gsa.gov by the deadline, in Microsoft Word, Excel, or Adobe Acrobat format, and must be virus-checked. Submissions are structured into three volumes: a 30-page technical proposal addressing compliance with specifications, a 10-page past performance section with contract details and points of contact, and a price and delivery volume using the SF-18 form with no more than two additional pricing pages. Price is not scored; evaluation is based equally on technical approach and past performance, with award given to the highest technically ranked offeror with a fair and reasonable price.
