The study is intended to provide the Town with practical, sustainable recommendations addressing:
• Review and analysis of all 49 non-union classifications and job descriptions;
• Job analysis and consistent classification methodology;
• External compensation market analysis and appropriate municipal/public-sector comparators;
• Internal equity and salary structure analysis;
• Union/non-union compensation compression and inversion analysis;
• Recommended classifications, titles, salary grades and ranges, and market positioning;
• Position-by-position recommendations and implementation priorities; and
• An implementation strategy addressing fiscal impact, employee placement, phasing, and ongoing salary administration.
The Town is particularly interested in proposals that demonstrate municipal/public-sector compensation and classification experience, experience with Maine municipalities or organizations of comparable size and complexity, and expertise in internal equity and union/non-union compensation relationships.
