Notice of Intent: Refugee Cash Assistance (RCA) Administration and Refugee Case Management (RCM)

The Massachusetts Office for Refugees and Immigrants (ORI) has issued a notice of intent for the proprietary procurement of Refugee Cash Assistance (RCA) administration and Refugee Case Management (RCM) services. This solicitation is restricted to federally recognized Resettlement Agencies approved by the Office of Refugee Resettlement (ORR), such as Catholic Charities and the International Institute of New England. The scope of work includes eligibility determination, authorization and disbursement of cash assistance, housing placement, employment support, and ongoing case management to facilitate the economic and social integration of refugees and asylees. All services must comply with federal regulations under 45 CFR §§ 400.56–400.63 and align with the ORR-approved state plan. The contract is structured as a one-year base term with an option to renew for an additional year, or as necessary to meet federal requirements. While specific contract line items are not provided, the estimated total contract value ranges from $49,000 to $1,215,000, based on a per-site funding allocation of $7,000 to $135,000 across multiple agency sites. Performance will take place in Boston, Massachusetts, and all administrative tasks, including invoicing and vendor registration, must be managed through the COMMBUYS electronic portal. Interested qualified agencies must submit their complete response, including mandatory documentation such as W-9 forms, EFT authorizations, and contractor certifications, via COMMBUYS no later than 4:00 p.m. ET on September 11, 2026.
