AI Contract Overview
The Wisconsin National Guard, through the USFPO for Wisconsin and the Department of Military Affairs, intends to award a sole-source, firm-fixed-price purchase order for comprehensive educational support services to deliver specialized rescue simulation training infrastructure and exercise support. The contract requires the provision of fully functional training props including a confined space training maze with breach panels at the WMATA Training Facility and an underground vault training prop with interconnected vaults and a breach door at the AP Hill Training Site, along with full support for the September 2026 Capital Shield Exercise. Services encompass all aspects of Rope Rescue, Trench Rescue, Confined Space Rescue, Structural Collapse Rescue, and Mine and Tunnel Rescue simulations, including personnel, equipment, materials, supervision, safety protocols, instruction, testing, and access to training sites. The effort is critical to maintaining annual certification standards for rescuers across these disciplines and is uniquely tied to the capabilities of the REACT Training Team within the Department of Military Affairs Wisconsin, the only entity proven capable of safely and effectively delivering these services at the specified locations within the required timeframe. The acquisition is being conducted under Federal Acquisition Regulation 6.302-1 as a sole-source procurement due to the unique and irreplaceable expertise of the Department of Military Affairs Wisconsin, with the NAICS code 611710 (Educational Support Services) and a small business size standard of $24 million. The award period extends from the date of award through September 15, 2026, with performance locations in the National Capital Region and Northern Virginia. This notice is not a solicitation for competitive bids; however, interested parties may submit a capability statement not exceeding six pages detailing management, technical, and pricing information with supporting evidence to challenge the sole-source justification. Submissions must be sent via Microsoft Word or Adobe PDF to the designated point of contact by July 22, 2026, and will be reviewed solely to determine whether a competitive procurement is warranted or if the sole-source award will proceed. No formal solicitation exists, and responses containing only questions or inquiries will not be considered.
