The Wisconsin National Guard, USFPO for Wisconsin, Purchasing and Contracting Division, intends to award a firm-fixed-price purchase order for non-personal commercial services to provide all personnel, equipment, tools, materials, supervision, safety, instruction, testing, classroom, and training sites to provide: 1) a confined space training maze with breach panels at the WMATA Training Facility 2) an underground vault training prop with breach door and interconnected vaults at AP Hill Training Site 3) exercise support during the September 2026 Capital Shield Exercise 4) all tasks necessary to deliver fully functional training props and exercise support for Rope Rescue, Trench Rescue, Confined Space Rescue, Structural Collapse Rescue, and Mine and Tunnel Rescue simulation.  The award will be made in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO) to Department of Military Affairs Wisconsin, 2400 Wright Street, Madison, WI 53704 UEI: N95NY1A1U3M7 CAGE: 3ED77.

Delivery Location: National Capital Region (NCR) and Northern Virginia.  Department of Military Affairs Wisconsin is the sole source capable of meeting the Government’s requirements at the training locations identified during the specified timeframe. This notice of intent is not a request for competitive proposals, and no formal solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement. Submissions must include management, technical, and price data in sufficient detail—accompanied by convincing evidence—to clearly demonstrate the capability to provide all goods and services described in this notice. Capability statements shall not exceed six (6) pages (8.5" x 11" format) using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. Requests for documentation, inquiries for additional information, or submissions consisting solely of questions will not be considered affirmative responses. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered exclusively for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
