The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 12 (NCO-12) Great Lakes Acquisition Center, intends to negotiate a sole source Firm-Fixed Price, one-time purchase/one-time delivery contract to QuickSeries Publishing Inc. 5100 NW 33rd Avenue, suite 247, Ft. Lauderdale, FL 33309, IAW Federal Acquisition Regulation/Revolutionary FAR Overhaul 12.102. This is for procurement of the Patient Resource Guide (copyright-protected) for the Voluntary Services Department located at Oscar G. Johnson VA Medical Center:325 East H Street Iron Mountain, MI 49801-4760. The North American Industry Classification System (NAICS) for this requirement is, 513130 - Book Publishers. The Product of Service Code for this requirement is 3610 - printing, duplicating, and book binding. The Small Business Administration (SBA) size standard for this sector is 1,000 employees. The Original Equipment Manufacturer (OEM) is QuickSeries Publishing Inc is the only source capable of providing the government with a Brand Name only - QuickSeries Publishing Patient Resource Guide. This is the same patient guide that the Requesting Office has purchased multiple times in the past with minor copy edits for program changes and facility updates. All QuickSeries publications are identified with an ISBN # and registered with the Library of Congress, protected under the “1976 Copyright Act” of the laws of the United States (Title 17, U.S. Code). It is therefore illegal for anyone to:


  • Reproduce the copyright work.
  • Prepare derivative work based on the copyrighted works.
  • Distribute copies of the copyrighted works, without written consent by the owner of the copyrighted work.

QuickSeries Publishing Inc. retains all distribution rights for the QuickSeries line of pocket, desk and electronic guides. QuickSeries Publishing Inc. is both the publisher and sole distributer for the requested end-product, QuickSeries’ Patient Resource Guide. QuickSeries Publishing Inc. is therefore the Sole Supplier of all QuickSeries publications.


This announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement and capable of providing an authorized letter to perform supply/services on this end-product, it may identify their interest and capability to the Contracting Officer within five (5) calendar days of this publication by contacting the Contracting Officer, Arneil Genus via email only at arneil.genus@va.gov. Telephone inquiries will not be accepted. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this announcement. This special notice shall not be construed as an obligation on the part of the Government to acquire any products or services. Responses are due no later than Monday, June 22, 2026, at 12:00 PM Central Standard Time. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to QuickSeries Publishing Inc. without any further notice.
