The government will inspect and accept services at the place of performance, with no specific packaging, marking, invoicing, or payment instructions outlined. Integrated Referral Management and Appointing Center (IRMAC) ServicesThe Defense Health Agency Contracting Activity is seeking an 8(a) set-aside contractor to provide Integrated Referral Management and Appointing Center (IRMAC) services for Military Treatment Facilities in Hawaii and the Pacific Northwest under solicitation HT941026R2001. The requirement is for non-personal services involving centralized Patient Appointing Services, Referral Management Services, and Clear and Legible Report accountability Services, all governed by Defense Health Agency directives and standard business rules. The North American Industry Classification System (NAICS) code is 561110, Office Administrative Services, with a size standard of $12.5 million, following an amendment that revised the original code from 621999. An appeal to the Small Business Administration's Office of Hearing and Appeals temporarily suspended the offer submission deadline pending resolution, but the revised deadline is now set for August 7, 2026. Offerors must be currently eligible for an 8(a) contract as of the estimated award date of September 30, 2026, and graduation from the 8(a) program disqualifies an offeror. Proposals must be submitted electronically by the deadline, with strict formatting requirements including 10-point minimum font, single spacing, and separate files for technical and pricing volumes, where pricing must appear only in Volume IV. The contract includes a base period from October 1, 2026, through December 31, 2026, and five option periods extending through March 31, 2031, with performance to be delivered remotely via phone and electronic media from within 25 miles of any U.S. Military Treatment Facility. Evaluation is conducted through a trade-off process prioritizing Technical Capability and Past Performance equally, with Price being significantly less important; offerors must pass three mandatory thresholds: an Acceptable rating for Technical Quality, Satisfactory Confidence for Past Performance, and confirmed 8(a) eligibility. The vendor must comply with extensive security protocols including HSPD-12, FIPS PUB 201, and OMB M-05-24 for personal identity verification, and adhere to Privacy Act, HIPAA, and FOIA requirements, assuming full responsibility for any PII/PHI breaches at no cost to the government. All contractors must submit a Quality Control Plan within 30 days of award and provide monthly manpower reports and performance metrics via the Wide Area Workflow
