This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.201-1 Acquisition of Commercial Products and Commercial Services, FAR Part 12.201-1 Simplified Procedures, and FAR 12.102(a).


This solicitation is an Open Market, 100% Total Small Business Set-Aside under NAICS 811310 (Size Standard: $12.5 Million) and PSC J066.


It will be posted on SAM.gov.


The RFQ Solicitation Number is N0018926QW240


NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office intends to award a Firm Fixed-Price Purchase Order for Annual Onsite Preventive Maintenance, Testing, and Calibration Services for one Government-owned AJT Equipment, LTD 21-Foot Modular Horizontal 60K Test Bed located at NSSF Shop 72D, Building 107, Grunnion Avenue, Groton, CT 06349.   


The contract includes a Base Year (which must incorporate the manufacturer-recommended 10-Year Major Service HPU hydraulic oil flush) and four (4) one-year option periods with an estimated period of performance from 01 August 2026 to 31 July 2031, ARO. This firm-fixed-price annual services shall include all parts, labor, travel, and one (1) annual preventive maintenance, testing, and calibration visit.


To be determined "Technically Acceptable," offerors must submit proof of active ISO/IEC 17025 accreditation and a statement of capability to perform testing in accordance with ASTM E4-16 utilizing a certified Metrology Technician III (SCA Code 23593). Active registration in SAM.gov is required prior to award.


Questions must be submitted via email to sharon.j.dexter.civ@us.navy.mil no later than Friday, 10 July 2026 at 12:00 PM EST. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date.


Quotes must be submitted via email directly to sharon.j.dexter.civ@us.navy.mil by Wednesday, 15 July 2026 at 12:00 PM (Noon) Eastern Standard Time, EST. Quotes must include pricing for the Base and all Option Years, CAGE Code, UEI, TIN, FOB point, and point of contact. DO NOT SUBMIT QUOTES THROUGH NECO.


EVALUATION


The Government will award based on price unless the contracting officer is aware of past performance information related to the low-price quote offer which indicates that quote offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes-offers, conduct a price, past performance tradeoff, and award other than the lowest price quote offer.



A request for quote will be available for download on or about 06 July 2026 at the following websites (www.neco.navy.mil) and (www.sam.gov). Potential vendors are hereby notified that the solicitation and subsequent amendments directly to the solicitation will ONLY be available by downloading the documents at the above web sites.



Potential vendors shall complete and submit signed Standard Form SF1449 Solicitation N0018926QW240 and applicable amendments in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil.

Specifically, the text has been updated from "ATS2 E4-16 Testing" to "ASTM E4-16" to ensure accurate alignment with the Performance Work Statement.
