Organ and Tissue Donor Registry and Education Program

The State of Florida, Agency for Health Care Administration, is seeking a vendor to develop and operate a web-based organ and tissue donor registry and implement a comprehensive public education initiative across the state, with a contract term running from October 1, 2026, through September 30, 2031, subject to potential renewal for up to three additional years contingent upon performance and funding. Proposals must align with Attachment B’s Scope of Services and Exhibit B-1’s Deliverables and Performance Standards, requiring the vendor to manage system functionality, information technology infrastructure—including disaster recovery and smartphone application compatibility—and deliver at least three education initiatives per calendar quarter, alongside monthly status reports and an annual analysis of registration rates, donor demographics, auditing of voluntary contributions, and campaign evaluations. The vendor must ensure full compliance with HIPAA, the HITECH Act, and Rule 60GG-2, FAC, maintaining strict confidentiality and security of donor data, integrating with the Agency’s enterprise Identity and Access Management system via SAML 2.0 or OpenID Connect, and submitting annual SOC2 Type II compliance reports by October 1st of each contract year. All services must be performed within the United States and its territories, and the vendor cannot be listed on any state-maintained exclusion or blacklist related to suspension, conviction, discrimination, or antitrust violations. Responses must be submitted electronically on a searchable, unlocked PDF USB drive and in two bound hardcopy binders by August 10, 2026, at 2:00 p.m., with all documents formatted in 11-point Arial, single-spaced, on 8.5 x 11-inch paper, and with no embedded links or cross-references permitted. The evaluation is weighted across nine technical criteria, with organizational background and experience carrying the highest point value at 130, followed by staffing and organizational experience at 100, monitoring and reporting at 75, and implementation, quality assurance, and educational initiatives each carrying 40 to 45 points, with an additional five-point preference for Florida-based nonprofit organizations. Cost proposals are evaluated using a formula where the lowest submitted fixed cost receives maximum points, and any proposal exceeding the Agency’s undisclosed not-to-exceed amount will be rejected. The vendor must submit a 10% performance bond within 30 days of contract execution, renewed annually, with a $500 daily penalty for noncompliance. Invoices must be submitted on vendor letter
