The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 12.102(a), with Circana, LLC


This requirement is for: Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for purchase seafood sales data in two data sets: Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data.

The applicable Size Standard is North American Industry Classification System (NAICS) Code 541910 with a Small business size standard of $22.5M.This Sole Source Determination is based on NOAAA's requirement that is the only Vendor that provides the required service.The purchase of the Circana data will be used by NMFS economists in mission critical activities such as:

NMFS economists have been using Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data from Circana for multiple years. Continuing to purchase this data from Circana will allow construction of a consistent time series of historical data. This will enable reporting and analysis of trends in seafood prices and quantities that affect the fishing industry and need to be factored into management decisions.



If this product is not purchased, NMFS will be unable to report and analyze trends in retail seafood demand. This will limit the information on seafood markets and trade available to agency leadership and the public. Further, it will delay the development of tools to predict the effects of market changes on the fishing industry.


These data sets provided by Circana are direct Circana product offerings that are not available from other vendors.
