The U.S. Department of Commerce, through the National Oceanic and Atmospheric Administration (NOAA) and the National Marine Fisheries Service (NMFS), intends to negotiate a sole-source contract with Circana, LLC to acquire specialized seafood sales data. This contract will cover non-personal services, including labor, equipment, and materials needed to purchase two specific seafood sales data sets: Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data (OmniMarket). These data sets will be used by NMFS economists to support critical activities such as monitoring seafood sector trends, creating dashboard reports, responding to leadership inquiries, and developing consumer demand models which aid in forecasting producer prices and economic conditions in the commercial fishing industry. The sole-source determination is based on Circana being the only vendor capable of providing this unique and highly specialized data at the required quality level. The Seafood Sales Data includes detailed monthly information covering categories like fish, shellfish, harvest, packaging, preparation methods, and geographic breakdowns primarily across U.S. census divisions and multi-outlet locations. The data spans various measures including units, dollars, pounds, sales volume and shares, pricing, merchandising impact, and distribution metrics for the periods January through December 2025 and Q3 2025 through Q2 2026. The contract performance period is annually from June 30, 2026, to June 30, 2027. NMFS’ continued use of Circana’s data allows for consistent and comprehensive time-series analysis necessary to understand seafood demand trends and to guide management decisions. Without this procurement, NMFS’ ability to report on seafood markets and predict industry impacts would be significantly hindered. This notice explicitly states that no competitive proposals are being solicited, though interested firms can submit documentation within 15 days to potentially challenge the sole-source determination.

Only one source is capable of providing the service required at the level of quality required because the service is unique and highly specialized.

NMFS economists have been using Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data from Circana for multiple years. Continuing to purchase this data from Circana will allow construction of a consistent time series of historical data. This will enable reporting and analysis of trends in seafood prices and quantities that affect the fishing industry and need to be factored into management decisions.

If this product is not purchased, NMFS will be unable to report and analyze trends in retail seafood demand. This will limit the information on seafood markets and trade available to agency leadership and the public. Further, it will delay the development of tools to predict the effects of market changes on the fishing industry.

These data sets provided by Circana are direct Circana product offerings that are not available from other vendors.
