AI Contract Overview
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service intends to award a sole-source contract to Circana, LLC for the purchase of specialized seafood sales data under the authority of FAR 12.102(a). This action is justified because Circana is the only vendor capable of providing the required high-resolution, nationwide seafood sales data in two distinct formats: SupplyTrack POS data for food service and OmniMarket POS data for retail channels. The data includes detailed attributes such as fish type, harvest method, packaging, prep method, seafood origin, and more at the UPC level, covering the entire U.S. market. The SupplyTrack dataset will provide monthly sales data from January 2025 through December 2025, while the OmniMarket dataset will cover monthly retail sales from Q3 2025 through Q2 2026, with measures including dollar and unit sales, distribution metrics, and average pricing. The contract period of performance runs from June 30, 2026, to June 30, 2027, and the data will be used by NMFS economists for critical mission functions including monitoring seafood market trends, developing consumer demand models, forecasting producer prices, and informing commercial fishing industry management decisions. The North American Industry Classification System code for this procurement is 541910, with a small business size standard of $22.5 million, and no competition is anticipated because the data products are unique and unavailable from any other source. A single source determination confirms that continuing to purchase from Circana is essential to maintain the integrity and continuity of a long-standing historical time series critical to economic analysis. This notice is not a solicitation for bids, but firms may submit documentation within 15 days of publication to challenge the sole-source determination, though any decision to proceed competitively remains at the government’s sole discretion. The contracting office is located in Kansas City, Missouri, and the point of contact is Shawana Randolph at NOAA.

Only one source is capable of providing the service required at the level of quality required because the service is unique and highly specialized.
NMFS economists have been using Food Service Seafood Sales Data (Supply Track) and Retail Service Seafood Sales Data from Circana for multiple years. Continuing to purchase this data from Circana will allow construction of a consistent time series of historical data. This will enable reporting and analysis of trends in seafood prices and quantities that affect the fishing industry and need to be factored into management decisions.
If this product is not purchased, NMFS will be unable to report and analyze trends in retail seafood demand. This will limit the information on seafood markets and trade available to agency leadership and the public. Further, it will delay the development of tools to predict the effects of market changes on the fishing industry.
These data sets provided by Circana are direct Circana product offerings that are not available from other vendors.
