The Department of Energy's Office of Energy Analysis requires a subscription service to access the PetroCast Live! Market Database provided by INDUSTRIAL INFORMATION RESOURCES, INC. This sole source purchase will grant a twelve-month subscription to the database, which offers comprehensive data on refining capacity, unit turnarounds, future refining capacity, and related analysis tools critical for tracking and forecasting petroleum refinery maintenance and its impact on supply and pricing. The service supports the Energy Information Administration’s mission to supply accurate and timely energy information to stakeholders. Performance under this contract must begin within 15 days of award, with the contract value not exceeding the Simplified Acquisition Threshold. This acquisition is justified under the Competition in Contracting Act due to the unique and indispensable nature of IIR’s PetroCast Database, which is considered the leading tool for refinery maintenance tracking and impact analysis. Although this notice represents an intent to award a sole source contract, the DOE will consider capability statements or quotations submitted by interested parties by the specified deadline for potential future competitive procurement. Responses should include relevant past performance information, but the government's decision to open competition remains discretionary. The procurement aims to maintain DOE’s ability to meet its objectives while preserving public trust through reliable data access.
