The U.S. Department of Energy (DOE), Office of Intelligence and Counterintelligence, intends to award a sole source contract to Facts Global Energy for a service subscription of the Iran Oil and Gas Service. The subscription will provide informational products that are essential to timely, accurate, and comprehensive reporting on Iran?s oil and gas industry, access to data from Facts Global Energy Iran?s subscription, and their suite of news products. The subscription includes: the Oil and Gas Yearbook, monthly reports, and consultative support. Facts Global Energy is the only company that offers this service. The DOE is proposing to award a contract that consists of one base year and four option years. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with Facts Global Energy, they should submit a capability statement and pricing information for the requirement by Monday, July 1, 2013 at 4:00PM (Eastern) via e-mail to contact@example.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
