The U.S. Department of Energy’s Energy Information Administration intends to award a sole source contract to IHS Global Inc. for a one-year renewal subscription of multiple electronically-delivered information services. This contract will renew licenses for four existing IHS CERA advisory services covering global oil, global LNG, North American natural gas, and Russian & Caspian energy. Additionally, the contract will add licenses for three new CERA services focused on North American renewable power, European renewable power, and global wind energy. The services provided include access to CERA researchers for personalized discussions, which uniquely positions IHS Global Inc. as the only provider of this integrated expertise. Due to this exclusivity, the Department is pursuing this contract under a sole source exemption. The notice is not a solicitation but an announcement of intent to award, with a deadline for firms wishing to challenge the sole source decision to submit capability and pricing information by a specified date. The government retains discretion to decide whether to consider competitive options based on submitted responses. This contract aims to sustain DOE’s access to key energy market insights critical to their analysis and planning activities, leveraging IHS Global’s unique combination of advisory services and expert engagement.

Full Description

The U.S. Department of Energy (DOE), Office of Energy Analysis (OEA, EI-30) in the Energy Information Administration (EIA), intends to award a sole source contract to IHS Global Inc. for a renewal service subscription of several electronically-delivered information services. The subscription is to renew licenses for four IHS CERA information services and to add licenses for three new services. The four services to be renewed are Global Oil Advisory Service, Global LNG Advisory Service, North American Natural Gas Advisory Service, and Russian & Caspian Energy Advisory Service. The three new services are North American Renewable Power Advisory Service, European Renewable Power Advisory Service, and Global Wind. CERA offers EIA users access to CERA researchers for one-on-one or team discussions on specific questions about their data, views, or simply want a walkthrough of their research findings. IHS Global Inc. is the only company that offers this service. The DOE is proposing to award a contract that consists of twelve (12) months. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with IHS Global Inc., they should submit a capability statement and pricing information for the requirement by Monday, April 22, 2013 at 4:00PM (Eastern) via e-mail to contact@example.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
