The contract involves a sole-source, firm-fixed-price acquisition with Global Trade Information Services, Inc. (GTI) to provide access to a comprehensive global trade database containing current monthly import and export data from 85 countries. This data is essential for various Department of Agriculture entities, including the Foreign Agricultural Services, Economic Research Service, and the World Agricultural Outlook Board, to analyze agricultural trade patterns, project global trade outlooks, and assist in trade negotiations. GTI's database uniquely offers detailed and standardized trade data by Harmonized System (HS) codes, making it an efficient and cost-effective tool that no other organization or government agency, aside from the United Nations, has replicated or can offer in this format. The contract is administered by the Acquisition Services Directorate of the Department of the Interior on behalf of the USDA and is processed under FAR part 13, emphasizing a non-competitive sole-source acquisition due to the uniqueness of the data and service provided by GTI. The period of performance is one year, with the government inviting interested parties to submit capabilities statements by a specified deadline, although the government retains full discretion on whether to proceed competitively. The action is designed to maintain uninterrupted service of this critical trade data subscription, which supports efficient data analysis and decision-making in agricultural trade.
