The Georgia World Congress Center Authority (GWCCA) is soliciting competitive sealed proposals under solicitation number PE-92200-RFP-2026-000000072 for production services to support the FIFA Fan Festival scheduled at Centennial Olympic Park, Georgia. The procurement process involves a stringent communication restriction barring any contact with Authority staff or representatives regarding the solicitation or project scope outside the prescribed channels. Proposals are due by March 10, 2026, and will be evaluated based on a trade-off best value approach emphasizing technical merit (70%) and cost (30%). Technical evaluation focuses on relevant event experience, quality of equipment, staffing and operational plans, and project management capabilities. Cost proposals must include detailed line items covering audio, LED, lighting, labor, and travel expenses, though no specific contract pricing ceilings were disclosed. The contract requires turnkey delivery of audiovisual production services including design, installation, and operation of large-scale integrated LED screens, lighting, and audio systems meeting stringent technical standards such as a minimum 8mm pixel pitch for LED displays, IP-rated outdoor lighting fixtures, and redundant power and signal processing architectures. The event spans a multi-week period encompassing load-in, rehearsals, live events, and strike-out, with strict timelines and operational hours outlined in supporting appendices. Proposers must comply with Georgia state law, OSHA regulations, and the Authority’s security protocols, including submission of key personnel qualifications and full disclosure of organizational relationships to mitigate conflicts of interest. Affirmative action requirements urge inclusion of minority and female-owned subcontractors, with related tax incentives noted, but no mandatory socioeconomic certifications are required. Insurance coverage meeting specified liability limits is a prerequisite, as are certifications regarding felony convictions, debarment status, and a drug-free workplace. Proposals must adhere to specified format and submission protocols, including original and multiple hard copies plus a digital copy, all delivered physically to the GWCCA Purchasing Department. Upon award, inspections and acceptance of deliverables will occur on-site at Centennial Olympic Park, ensuring strict conformance to technical and contractual specifications.
