PSP Promotion Exams - Corporal and Sergeant

The Pennsylvania State Police, on behalf of the Commonwealth of Pennsylvania, is seeking a contractor for a four-year, firm-fixed-price contract to develop and administer promotion examinations for the ranks of Corporal and Sergeant. The scope of work includes the creation of candidate preparation guides and the delivery of a final rank-ordered list of eligible candidates. The project involves an estimated candidate pool of 2,800 Troopers and 875 Corporals, with tentative administration windows scheduled for 2027 and 2029. The contractor must ensure all assessment tools are legally defensible and comply with professional standards and EEOC Uniform Guidelines on Employee Selection, and they must commit to providing consultation and testimony in the event of litigation. Proposals are evaluated based on a weighted score consisting of 65 percent for technical criteria—focusing on the soundness of approach, personnel qualifications, and understanding of the problem—and 35 percent for cost, with an additional bonus of up to 3 percent for domestic workforce utilization. Offerors must submit their proposals electronically through the JAGGAER portal by September 30, 2026. The selected contractor will be responsible for providing key personnel with documented expertise in test validation and administration. Payment is processed within 30 days of a proper invoice, provided the Commonwealth has accepted the services as satisfactorily performed.
