AI Contract Overview
The Department of Veterans Affairs Veterans Benefits Administration is soliciting vendor capabilities for a Beneficiary Locator and Outreach Services contract to support the efficient identification, contact, and claims facilitation for beneficiaries of VA life insurance programs serving 5.5 million Veterans, service members, and their families. This solicitation, numbered 36C10D26Q0075, seeks contractors to provide electronic address searches, genealogical research, encrypted file transfers, outreach mailings, and return mail processing to locate hard-to-find beneficiaries and ensure timely payment of insurance proceeds in compliance with the Faster Payment to Veterans’ Survivors Act of 2022. The performance work statement outlines a six-month base period with four optional one-year renewal periods, totaling up to five years of potential performance, with all work to be conducted off-site without travel. Vendors must demonstrate technical proficiency in leveraging tools such as CLEAR and Enformion, provide detailed processes for beneficiary location, offer robust reporting and analytics, and show experience with government agencies, particularly the VA, while maintaining strict adherence to VA directives on cybersecurity, records management, and privacy standards including FISMA, NIST, and Section 508. Contractors must also comply with stringent security and personnel requirements, including background investigations through e-QIP, adherence to VA Directive 0710, and position sensitivity assessments using the PDAT tool, with key personnel requiring prior written approval for any changes. Proposals must be submitted in Microsoft Word format within a 20-page limit plus a cover page, and must include company information, service capabilities, detailed pricing models—including per-transaction and tiered structures for genealogical research—and compliance documentation for federal data protection standards. Evaluation will prioritize technical approach and past performance as significantly more important than price, with selection based on a trade-off approach rather than lowest price technically acceptable. Invoicing must be submitted electronically through Tungsten Network using the VA’s EIPP system, and all contracts will incorporate clauses requiring availability of funds, electronic payment submission, liquidated damages for data breaches, and option periods for extended services. Failure to meet performance benchmarks, including achieving at least 90% success rates for Tier 1 and 2 beneficiary cases and 70% for Tier 3 cases, may result in corrective action or termination. Participation requires a valid Unique Entity Identifier and CAGE code, and offerors must certify their small business status and socioeconomic designations if applicable, with joint ventures required to disclose all participants’ UEIs.
