The Defense Health Agency Contracting Activity intends to award a sole-source firm-fixed price purchase order to Beckman Coulter, Inc. for the provision of specialized reagents and maintenance services required to support flow cytometry operations at Madigan Army Medical Center in Tacoma, Washington. This requirement is justified under FAR 6.302-1 because Beckman Coulter is the exclusive provider of reagents and service support compatible with the Government-owned Navios 10 analyzer and TQ Prep workstation systems, which are critical for immunophenotyping white blood cells to diagnose infectious diseases, autoimmune disorders, and immunodeficiencies. The contract encompasses a comprehensive list of Analyte Specific Reagents (ASRs), including monoclonal and polyclonal antibodies targeting key CD markers such as CD3, CD4, CD19, CD20, CD34, and CD138, along with viability dyes, permeabilization reagents, and control products, all identified by specific product codes and ordered in precise quantities. A single-year preventive maintenance service contract for the Navios 3L 10C system is also included, ensuring uninterrupted operation of the instruments. Delivery of all items must be completed by September 30, 2027, at the specified facility located at Building 9040A, Room G3803, Joint Base Lewis-McChord, WA. The procurement uses NAICS code 325413 with a size standard of 1,250 employees, and the Product Service Code is 6550 for in vitro diagnostic substances. No competitive solicitation exists; instead, this notice allows interested parties to submit capability statements—limited to six pages, 10-point font, in Word or PDF format—by June 1, 2026, to challenge the sole-source determination. Responses must provide verifiable technical and management details and cost information to demonstrate equivalent capability. Beckman Coulter, Inc. is identified by CAGE code 80740 and UEI Z4DRFM3LMJB8, and while no itemized pricing, contract value, or formal inspection criteria are disclosed, the Government retains full discretion to proceed without competition based on the submissions received. Point of contact for submissions and inquiries is Jason Willey and Tracy Robinson of the Defense Health Agency, and no telephone inquiries or offers will be accepted.

Solicitation # HT941026Q2080
Solicitation HT941026Q2080 is a firm-fixed-price request for quotes issued by the Defense Health Agency Healthcare Contracting Division-West for the procurement of five brand-name Porter Instruments nitrous oxide and oxygen delivery 50/50 systems. These systems, which must be FDA-cleared and include regulators, vacuum connectors, hoses, and disposable accessories, are intended for use at the Naval Medical Center San Diego Labor and Delivery Department and the Naval Hospital Camp Pendleton Maternal Infant Services Department. Integrated Referral Management and Appointing Center (IRMAC) Services
Solicitation # HT941026R2001
The Defense Health Agency Contracting Activity is seeking a single awardee for the Integrated Referral Management and Appointing Center (IRMAC) contract, an 8(a) set-aside procurement under NAICS code 561110. The contractor will provide non-personal services including centralized Patient Appointing Services (PAS), Referral Management Services (RMS), and Clear and Legible Report (CLR) accountability for Military Treatment Facilities in Hawaii and the Pacific Northwest. The awardee must operate from a single, contractor-furnished commercial facility located within 25 miles of a U.S. Military Treatment Facility. The period of performance consists of a 90-day transition period starting December 1, 2026, a base period through September 30, 2027, and four option periods extending through March 31, 2031.
