The County is issuing this RFP through its Director of Facility Maintenance. Proposals must be submitted electronically via PennBid at https://pennbid.bonfirehub.com and received by 4:00 pm, ET, Friday, October 16, 2026. Late proposals will be returned unopened. Any proposal may be withdrawn or modified via Pennbid prior to the date and time set for receipt of proposals. Consistent with the Pennsylvania Anti-Bid Rigging Act, 62 Pa.C.S.A. § 4503, all qualified contractors are required to complete and submit with their proposals a non-collusion affidavit, the form of which is available here: https://dced.pa.gov/download/non-collusion-affidavit/?wpdmdl=76632 The Pennsylvania Right-to-Know Law provides access to documents considered “public records” under the law. All proposals will become “public records,” subject to public review, once a contract is awarded. Contractor agrees that all information, documents, and data, disclosed to, or accessed by, the Contractor’s connection with, or related to, the RFP or the RFP process, in any form whether oral or written, or in any medium, is confidential information. Contractor agrees not to disclose, transfer, use, copy, or allow access to any confidential or proprietary information of the County except as authorized in writing by the County.
