MPA-490 OE Private/Claims Investigation Svcs & Investigative Svcs - Title IX
Solicitation # OET26006282
Solicitation OET26006282 establishes a Master Price Agreement for private and claims investigation services to support the Rhode Island Department of Education, Rhode Island College, and the Community College of Rhode Island. The scope of work is divided into two primary parts: the first focuses on investigating educator misconduct and human resource claims, while the second addresses institutional equity matters, including harassment, discrimination, and Title IX policy violations. Qualified vendors are expected to develop investigative plans, conduct witness interviews, and produce comprehensive final reports in alignment with Council on Postsecondary Education policies and current case law. This agreement may be extended to other state agencies and political subdivisions via addendum. The contract term begins approximately March 1, 2026, for an initial three-year period, with options for two additional 12-month renewals. To be eligible for the qualified vendor list, technical proposals must score at least 80 out of 100 points based on staff qualifications, vendor capability, work plan, and methodology. Awarded vendors must maintain automobile liability insurance of 1 million dollars and IT Cyber/Privacy coverage of at least 5 million dollars. Additionally, prime contractors are required to ensure a minimum of 15 percent Minority Business Enterprise participation. Payments are subject to a 0.33 percent contract administrative fee withheld by the state.

MPA 623 Retail Energy Suppliers for Electricity and Natural Gas
Solicitation # OEV26006180
Solicitation OEV26006180 is issued by the Rhode Island Division of Purchases to establish MPA 623, a pool of pre-qualified retail energy suppliers for electricity and natural gas. The goal is to create a uniform, multi-year pre-qualification process that separates qualitative assessments from quantitative pricing events, thereby increasing competition and reducing execution time for state agencies and partner facilities. The solicitation period runs from December 2, 2025, to October 31, 2027, with an initial contract term extending through October 31, 2028. Vendors previously awarded under OEV23002884 are exempt from reapplying. To be included on the qualified vendor list, applicants must be registered with the Rhode Island Public Utilities Commission and pass a binary pass/fail evaluation based on their statement of capabilities, licensing, financial statements, and experience. Once the pool is established, individual agencies will issue mini-bids to qualified vendors for specific price quotes, with preference potentially given to those offering the lowest rates. Awarded vendors are subject to a 1% contract administrative fee withheld from invoices and must provide quarterly expenditure reports to the Division of Purchases. All proposals must be submitted electronically via Ocean State Procures, including a Vendor Certification Questionnaire, a Vendor Qualifications Assessment, and an MBE Participation Acknowledgment Form.

MPA 419 FY26 OE Security Systems, Service, Maintenance and Parts
Solicitation # OEV26006172
The Rhode Island Department of Administration, Division of Purchases, is soliciting qualified firms for an Open Enrollment Master Price Agreement (MPA 419) to provide maintenance, repair, upgrade, and replacement services for security systems across all state agencies. This is a Request for Qualifications rather than a Request for Quotes, meaning the initial phase focuses on establishing a list of qualified vendors. The initial bid submission deadline is February 28, 2026, with contract awards beginning May 1, 2026. The initial term is for three years, with the possibility of two additional 12-month renewals. Following the initial award, new vendors may apply on a biannual basis. Selection is based on a pass/fail evaluation of qualifications; any failure in the required criteria will result in disqualification. Once the qualified vendor list is established, state agencies will issue mini-bids for specific scopes of work, and preference may be given to vendors offering the lowest rates. Awarded vendors must adhere to strict insurance requirements, including a $1,000,000 combined single limit for liability and automobile insurance, and $500,000 for crime coverage. Additionally, a contract administrative fee of up to 1% of the annual spend applies to all purchase orders under this MPA. All proposals must be submitted electronically via the Ocean State Procures portal.

MPA 31 Firearms, Ammunition and Less-Lethal Equipment
Solicitation # OEV26005883
Solicitation OEV26005883 is an Open Enrollment Master Price Agreement (MPA) issued by the State of Rhode Island to establish a qualified vendor list for the supply of firearms, ammunition, and less-lethal equipment. The contract period runs from November 21, 2025, through December 31, 2027. The scope of work is divided into nine product lots, including firearms, ammunition and related supplies, less-lethal ammunition, restraints, batons, holsters and duty belts, conducted electrical weapons, less-lethal gases and grenades, and firearm optics and accessories. Because this is an open enrollment agreement, new qualified vendors may apply for inclusion throughout the duration of the contract term. Vendors are evaluated on a pass/fail basis through a Vendor Assessment Form requiring proof of experience via three letters of recommendation, detailed quality assurance and recall procedures, delivery logistics, and valid federal and state licenses to sell firearms and ammunition in Rhode Island. Awarded vendors must provide commercial general liability insurance that explicitly covers product category-related liabilities. All goods must be delivered FOB Destination and are subject to a 60-day inspection and acceptance period. Pricing is not submitted during the initial enrollment; instead, state agencies will request quotes from approved vendors at the time of purchase. Payments are subject to a 1% contract administrative fee withheld by the State.
