U.S. CBP, Southern Border Food Services IDIQThis procurement is a combined synopsis and solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide Southern Border Food Services under the U.S. Customs and Border Protection (CBP), issuing a single award to a small business concern set aside entirely for small businesses under NAICS code 722310 with a size standard of $47 million. The contract will establish a five-year ordering period to deliver meals and related services at various U.S. Border Patrol sectors, primarily in McAllen, Texas, with additional performance locations across San Diego, El Paso, Rio Grande Valley, and Miami sectors. Proposals must fully address the Statement of Work, which mandates serving three daily meals per migrant adhering to USDA dietary guidelines, FDA Food Code 2022, and CBP TEDS standards, with strict requirements for food safety, allergen labeling, and sanitation, including USDA-inspected meat products and proper packaging under carrier specifications. The contract requires comprehensive quality control, site clean-up, and on-site handling using contractor-provided equipment due to the absence of loading docks at many locations. All proposals must be submitted via email by 10:00 AM Pacific Time on July 15, 2026, following a strict three-volume format—Technical and Management Approach, Past Performance, and Price—with pricing submitted using Attachment 3 sheets for all four regional sectors and valid for at least 150 days post-deadline. The evaluation is conducted on a best-value basis, where Technical and Management Approach and Past Performance combined are deemed equal in importance to Price, with Technical Approach serving as a mandatory pass/fail gate—if nonresponsive, the proposal is eliminated. Offerors must hold a current UEI in SAM, provide a CAGE code and TIN, and be registered in SAM.gov with verified representations and certifications, including small business status under FAR 52.219-1. The contract incorporates numerous FAR and DHS deviations, including specific clauses for ordering, indefinite quantity, accelerated payments to small business subcontractors, and service reporting. Contractors must also ensure all personnel pass CBP-verified background investigations and pre-screening under SPECIAL SECURITY REQUIREMENTS, supply mixed-gender staffing with supervisors on-site at all times, and complete mandatory training on PREA, Flores compliance, and juvenile mental health response. Invoicing is exclusively through the U.S. Treasury’s Invoice Processing Platform (IPP), and nonconforming deliverables may be rejected with remedies including
