Sly Park Recreation Area Pinecone Campground Restroom Replacement Project

The El Dorado Irrigation District plans to replace an aging and structurally compromised restroom and effluent vault at the Pinecone Campground within the Sly Park Recreation Area in California. The existing facility, one of five serving 38 campsites and other recreational users, has suffered significant deterioration, including cracks in the vault liner that have compromised its containment, leading to potential groundwater infiltration or waste exfiltration. The project involves complete removal of the old structure using heavy equipment such as an excavator and crane, along with hand tools, followed by proper disposal of all excavated materials in accordance with state and local waste regulations. A new vault will be installed by lowering it into place with a crane or excavator arm, and a new restroom building will be secured on top. The surrounding concrete pad will be demolished and reconstructed on-site to form a stable foundation, and all debris will be cleared from the area. Work will be conducted within the previously disturbed zone adjacent to the paved roadway, minimizing new environmental disruption. The campground will be closed to visitors during the project, scheduled for early fall 2026 over approximately 30 days, to coincide with the period of lowest visitor use in the recreation area. The project aims to restore safe and sanitary public facilities while complying with environmental standards and reducing long-term maintenance issues. All activities will be managed to ensure minimal impact on natural surroundings and public access, with the primary point of contact for coordination being Michael C. Baron, the Environmental Review Analyst for the district.
