The El Dorado Irrigation District (District) is proposing to replace an existing restroom facility and effluent vault that is located at the Pinecone Campground in Sly Park Recreation Area (SPRA). The restroom is 1 of 5 available restroom facilities that serve 38 camp sites as well as other recreational users in the SPRA. The facility requires complete replacement of both the vault and the restroom due to structural failure and age. Cracking in the vault liner has compromised the integrity of the containment system, allowing for water infiltration (groundwater entering) or exfiltration (waste leaking out). The work activities would involve the use of an excavator, crane, and hand tools to remove the existing restroom and excavate the vault. The excavated vault and other materials would be disposed of in compliance with State and local requirements for the removal and disposal of waste materials. The site would be cleared of debris and prepared for the installation of a new vault, which would be lowered into place by a crane or excavator arm . Once the vault is in place the new bathroom would be placed on top of the vault with a crane or excavator arm and secured in place. The work will occur within the previously disturbed area immediately adjacent to the existing paved roadway. The concrete pad surrounding the existing facility would be demolished and replaced on-site to provide a new platform for the facility. The campground area surrounding the facility would be closed to visitors and/or campers during the time of year when the SPRA has limited visitor use. The work is expected to occur during early fall 2026 over a period of approximately 30-days.
