Port San Luis Harbor Terrace Development Plan

Redtail Acquisitions, acting as the applicant, developer, and manager, is seeking a Minor Use Permit, Variance, and Coastal Development Permit (C-DRC2025-00022) to install a new 53,000-gallon supplemental water storage tank for the Flying Flags RV Resort and Camping facility. Located at 6450 Babe Lane in Avila within the San Luis Bay Coastal Planning Area, the project is necessary to fulfill approval conditions for DRC2013-00044 and enable the final buildout of the RV facility. The scope of work includes preparing a new tank pad, widening a 400-foot access road with gradients between 15% and 23.8%, installing a 12-inch storm drain line, and applying a gravel overlay. The project involves approximately 1,756 cubic yards of cut and fill earthwork and a total disturbance area of 30,924 square feet, requiring specific findings for impacts to slopes between 20% and 30% and in excess of 30%. The project is managed by Cindy Chambers of the San Luis Obispo County Department of Planning and Building. Environmental compliance is governed by the California Environmental Quality Act (CEQA), with a Notice of Determination dated July 9, 2026, confirming that the 2015 Final Environmental Impact Report remains adequate and no new significant environmental impacts were identified. Project approval is contingent upon adherence to a mitigation reporting and monitoring plan and compliance with Ordinance and Building Code requirements, specifically regarding safety measures to protect against slope movement that could affect the campground site and Avila Beach Drive.
