WINCHESTER HILLS SPECIFIC PLAN

The California Department of Fish and Wildlife has issued Lake and Streambed Alteration Agreement EPIMS-RIV-58320-R6 to Mark Hayden for the Winchester Hills Specific Plan project in Riverside County. The scope of work is limited to the construction of a residential subdivision featuring a new storm drain outfall structure on the north bank of the Salt Creek Flood Control Channel. This outfall structure, designed to convey flows from future Storm Drain Line A-9 for the Winchester Hills Community Facilities District and Tract 38832, will consist of a concrete pipe within a square, at-grade concrete apron outletting into ungrouted riprap. Additionally, the project includes roadway improvements on Olive Avenue from Leon Road to Beeler Road and on Leon Road from Salt Creek to Olive Avenue. Technical specifications for the site work include the excavation of 1,050 cubic yards of soil and the placement of approximately 970 cubic yards of one-half-ton riprap. Executed pursuant to Fish and Game Code section 1602, the project has been determined to have no significant environmental effect within the jurisdiction of the California Department of Fish and Wildlife, provided that all adopted mitigation measures and monitoring plans are followed.
