AWARD NOTICE- SOLICITATION: SPE30026R0027 Fresh Milk and Dairy contract for Southern California

Amendment P0001 to Solicitation SPE300-26-R-0027 updates the procurement for fresh milk and dairy products to support military customers in the Southern California Zone under DLA Troop Support. The amendment replaces Attachment 1 with a revised Schedule of Items Dairy and incorporates an updated Statement of Work found on pages 6 through 26 of the solicitation, while also substituting Clause 52.212-1 with its Sept 2023 version and adding the Nov 2021 Addendum. Award will follow the Lowest Price Technically Acceptable (LPTA) methodology, where offerors must first be deemed technically acceptable before pricing is evaluated, with price being the decisive factor among compliant proposals. Products must meet strict commercial quality standards, including a minimum shelf life of 14 to 120 days depending on item type, proper refrigeration during transport and storage, and compliance with FDA and USDA regulations. Packaging and labeling must adhere to commercial practices and the Federal Food, Drug, and Cosmetic Act, with visible sell-by dates required on all items. Delivery is FOB destination, with acceptance occurring at military dining facilities and troop support sites by government-receiving officials. Contractors must use Wide Area WorkFlow for all invoicing and comply with Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement requirements, including cyber safeguards per NIST SP 800-171, cybersecurity incident reporting, and prohibition of covered telecommunications equipment under NDAA Section 889. Offerors must provide their Unique Entity Identifier and CAGE code, certify size and socioeconomic status, and flow down applicable clauses to subcontractors. All submissions must be electronic, not exceed 10 MB total per email, and be sent to designated DLA Troop Support points of contact.
