South Hills Bike Park

The City of Glendora is developing a formalized bike park and an improved system of connecting trails within the 318-acre South Hills Wilderness area. The project features a one-acre core area containing a bicycle pump track, jump trails, staging and seating areas, a shade pavilion, and a vault-style ADA-compliant restroom facility. The trail system includes a six-mile cross-country multi-use trail ringing the site, as well as dedicated downhill trails for beginners and intermediate to advanced riders. Supporting infrastructure includes a regraded access road off Glendora Avenue and a parking area with 17 main spots and 7 parallel spots. All trails must be constructed by professional builders according to National Forest Service Trail Class 3 specifications, and all core amenities must be connected by ADA-compliant concrete walkways. The project has undergone extensive environmental review, resulting in a Mitigated Negative Declaration. Key assessments include biological resource evaluations, jurisdictional wetland delineations, and geotechnical investigations to guide construction. Traffic analyses determined that the project is a community-serving facility with minimal impact, generating approximately 60 daily trips, which negated the need for detailed vehicle miles traveled or level of service analyses. Environmental compliance requires a qualified biologist to conduct weekly monitoring during construction near aquatic features and within 24 hours of rainfall, with the authority to halt work for non-compliance. The project also adheres to the Glendora Zoning Ordinance and federal and state historic preservation requirements, including consultation with Native American tribes.
