Surgical Scope Lease and Maintenance

The Eastern Oklahoma VA Health Care System is seeking market information through a Sources Sought Notice for a potential contract to provide full leasing, preventative maintenance, and repair services for surgical scopes used in Urology and ENT procedures. The requirement centers on sustaining advanced medical equipment including the Saphira Urology Blue Light System with a one-piece pendulum high-definition camera head compatible with Karl Storz Saphira BLCC video systems and the Saphira Image1 S Camera Connect Unit, as well as the Power LED Saphira D-Light PDD Light Source. All equipment must meet or exceed the described salient characteristics and be provided under a Brand Name or Equal specification. Maintenance and repairs must be performed exclusively by OEM-certified personnel using manufacturer specifications to preserve equipment warranties. The base performance period is set to begin September 1, 2026, and conclude August 31, 2027, with delivery of all equipment required no later than 100 days after contract award, at the Muskogee, Oklahoma, facility. Responses to this request must be submitted via email to Amelia Roberson by July 1, 2026, and must include a completed Exhibit A form containing company name, address, UEI number, point of contact details, place of manufacture, lead time, business size classification, and FSS/GSA contract status if applicable. Respondents are required to demonstrate OEM authorization to provide and assemble the specified equipment and must confirm adequate insurance coverage against liability. All contractors must comply with VA Handbook 6500.6 Appendices B and C, adhere to OSHA, ANSI, and VA safety and chemical handling directives, and ensure personnel are escorted and checked in/out when accessing VA premises. Service reports must be submitted to the Contracting Officer’s Representative upon completion of all work, and any unsatisfactory performance triggers a mandatory rework or remedy at no additional cost to the government. Payment will be withheld until services meet required standards, and unauthorized services will not be reimbursed. This solicitation is strictly an information-gathering tool with no intent to award a contract at this time.
