The Health Resources and Services Administration awarded a cost reimbursement task order to Humanitas, Inc. under IDIQ Contract HHSH250200976001I for a total amount of 62,264.26 dollars. This award supports the Office of Federal Assistance Management, Division of Independent Review, specifically to plan, direct, and execute a Field Objective Review for the Health Careers Opportunity Program regarding equipment to enhance training for health professionals. The scope of work encompasses pre-review, review, post-review functions, and final close-out activities over a three-month period of performance. The procurement was structured as a Cost Plus Award Fee contract to provide the government with flexibility, as the final cost depended on the unknown number of grant applications received and the resulting number of review panels required. This action was conducted in compliance with the transparency and accountability requirements of the American Recovery and Reinvestment Act of 2009. The original IDIQ contract was competitively solicited and awarded as a 100 percent small business set-aside.

RECOVERY-"In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, Pub.L 111-5 and Federal Acquisition Regulation, Subpart 5.704, The Government posts this notice of intent to issue a task order under an established IDIQ Contract with Humanitas, Inc., 1100 Wayne Avenue, Silver Spring, MD 20910." THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVILABLE UNDER CONTRACT # HHSH250200976001I, Administrative, Technical and Logistical Support Services to HRSA's Office of Federal Assistance Management, Division of Independent Review, to plan, direct and execute the independent review of applications for HRSA grants and cooperative agreements for web-assisted Teleconference Meetings and Field Reviews. The purpose of this procurement is to obtain services to plan, direct and execute a Field Review entitled "(BHPr) Education Program Equipment to Enhance Training for Health Professionals - Health Careers Opportunity Program." These services include pre-review, review and post review functions as well as close-out activities. Add the Following to Description: The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) awarded a Cost Reimbursement Task Order to Humanitas, Inc., under the IDIQ Contract No. HHSH250200976001I, in the amount of $62,264.26. The period of performance is for three (3) months from the effective date of award. The purpose of this procurement is to obtain services to plan, direct and execute a Field Objective Review entitled "(BHPr) Equipment to Enhance Training for Health Professionals (EETHP) - Health Careers Opportunity Program." These services include pre-review, review, and post review functions as well as close-out activities. The Original IDIQ contract was competitively solicited as a 100% small business set-aside under FBO and was competitively awarded. This procurement was awarded as a Cost Plus Award Fee type of Contract because the program office could not be sure of the actual number of grant applications that it would receive by the grant opportunity due date. Therefore, a firm commitment could not be made. It would not be possible to accurately estimate these costs with a reasonable degree of confidence given this unknown factor (actual number of grant applications), which also affects the number of panels that will be required to review the grants applications. A Cost Plus Award Fee type of contract is appropriate for the required services and allows the Government to only pay for the review of the actual number of grant applications received and at the same time, provide the flexibility to have the appropriate number of panels. THIS NOTICE IS FOR INFORMATIONAL PURPOSES IN COMPLIANCE WITH THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009.
