The contract seeks a qualified individual to serve as chairperson of a three-member technical committee tasked with reviewing, evaluating, and recommending improvements to the methods used for measuring and accounting for water diverted from Lake Michigan by the State of Illinois. This effort stems from a 1967 U.S. Supreme Court decree, which limits Illinois’ diversion to 3,200 cubic feet per second, and a subsequent 1980 amendment mandating the formation of this committee to ensure current engineering practices and scientific knowledge guide the diversion calculations. The chairperson will lead experts in hydrologic and hydraulic modeling and flow measurements over a period of approximately 3 to 4 months spread across nine months. The work involves careful technical evaluation based on extensive experience and expertise in hydrology, hydraulics, computer modeling, flow measurement, and statistical analysis relevant to the Lake Michigan watershed and the northeastern Illinois region. Selection criteria for the chairperson focus on a strong background in hydrology and flow measurement, including educational qualifications and practical experience with the watershed in question. Employees of the Corps of Engineers or those affiliated with parties involved in prior Supreme Court proceedings are excluded from consideration. Interested candidates must submit standard forms detailing their qualifications by the specified deadline and include their ACASS number. While a project-specific quality control plan is required prior to contract award, initial submissions do not need to include this. The awarding agency will negotiate fees after selecting the chairperson, and no solicitation packages or further project information will be provided. The contract is anticipated to be awarded in mid-2002, under the oversight of the U.S. Army Corps of Engineers, Chicago District.
