The Bureau of Labor Statistics is seeking information from potential vendors regarding commercially available household survey data on residential wireline and wireless telecommunications services for the year 2025. The goal is to obtain comprehensive, detailed data to enhance the accuracy and relevance of its economic indexes, with the intent to fully purchase the data rather than lease it temporarily. The required data must include monthly observations covering services such as landline telephone, internet access, cable and satellite television, bundled packages, and wireless telephone plans. Each record must contain key variables including the calendar month, respondent’s ZIP code, service provider, package name, length of customer relationship, contract status, and specific features like internet speeds, data limits, transmission technology, and channel counts. Vendors must demonstrate that the data is not collected exclusively for the government and that they have the capability to deliver a full year of data within one month of contract award, should a solicitation follow. Responses to this Request for Information must be submitted via email by 10:00 AM EST on June 29, 2026, to the designated point of contact, and must comply with strict formatting requirements: a maximum of 30 pages in Microsoft Word .doc or .docx format, using Times New Roman 11 or 12 point font with one-inch margins. Each submission must include a cover letter with company contact details, responses to all general questions, a capabilities package that outlines expertise and provides a rough order of magnitude pricing estimate, and any supporting marketing materials in an appendix. The notice explicitly states this is not a solicitation for proposals or a commitment to award a contract, and responses are not binding offers under FAR 15.201(e). Responders bear all costs associated with participation, and no access to BLS data will be granted to vendors. The action is classified as a sources-sought notice under NAICS code 541910, issued by the Department of Labor’s Office of the Assistant Secretary for Administration and Management, with the solicitation number OAA-26-00385 and place of performance in Washington, D.C.

The purpose of this RFI is to gather information about potential vendors to obtain current monthly wireless and wireline telecommunications service plan pricing.

The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, the BLS is seeking detailed data for one year from a survey asking households to record information about their purchases for telecommunications services. BLS would like to wholly purchase this data, as opposed to a temporary lease of the data.

The BLS is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments. Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant.

The contract is structured as a lump sum arrangement, requiring a single fixed price covering all design, construction, engineering, quality control, warranties, and incidentals, with individual unit costs provided for bid items but not aggregated into a disclosed total contract value. Contractors must demonstrate compliance with Massachusetts laws, non-discrimination policies, immigration regulations under Section 274(e) of the Immigration and Nationality Act, and affirmative action obligations, including the submission of Affirmative Action Certificates and efforts to include Disadvantaged Business Enterprises. Organizational Conflict of Interest disclosures and diligent inquiry certifications are mandatory, and all proposal documentation must be submitted via designated secure channels, with escrow documentation certified as the exclusive basis for price determination. The project schedule includes key milestones such as baseline schedule approval, fabrication, multiple construction phases, substantial completion, punch list development, and final acceptance, with review cycles for submittals limited to 30 days.
