RFI for UXG Survey Recruitment Services

The Social Security Administration’s Office of Acquisition and Grants is seeking information from potential vendors through a Request for Information (RFI 28321326RI0000029) to establish a future contract for recruiting services to support user experience research for public-facing digital systems such as SSA.gov, MySocialSecurity, Digital SSN, the SSA Mobile App, Digital Identity, and others. The RFI, issued on June 10, 2026, with a response deadline of June 24, 2026, is strictly for market research and planning purposes and does not constitute a solicitation or commitment to award a contract. Respondents must provide their UEI number, company name and address, type of business as validated in SAM.gov under NAICS code 541910, a point of contact, details of any existing contracts SSA could leverage, and a detailed description of past experience in participant recruitment for user research, including specific experience developing training for assistive technology. The anticipated contract, if pursued, would involve a firm-fixed-price structure per participant and require vendors to recruit U.S.-based individuals meeting specific demographic and behavioral criteria, including the requirement that participants have not taken part in an SSA User Experience Group study within the prior 12 months. Recruitment efforts must comply with TCPA, CAN-SPAM, and Section 508 requirements, and all personnel must undergo SSA’s security suitability process, including the completion of eQIP forms and adherence to strict data handling protocols.
