Third Party Administrator - Ladder Payments - RHTP

The State of Idaho Department of Health and Welfare is soliciting proposals for a Third Party Administrator to implement and manage a rural workforce incentive program. This initiative aims to recruit and retain healthcare professionals in rural Idaho communities through a ladder payment system. The contract is structured as a Firm Fixed Fee, Definite Quantity agreement with an estimated five-year term. While the administrative fee is separate, the contractor will be responsible for administering approximately 66 million dollars in participant payments. The selection process utilizes a trade-off basis rather than lowest price, awarding the contract to the offeror with the highest total normalized score. Evaluation is weighted across the scope of work, business information, organization and staffing, and cost, with cost only being evaluated for the top three technical scorers. Key requirements include the development of implementation, outreach, and recruitment plans, as well as strict adherence to HIPAA and state security standards. The contractor must ensure full data portability and provide continued system access for nine years following the contract's conclusion to support auditing and compliance. Proposals must be submitted electronically via the IPRO system by August 17, 2026, consisting of a separate technical proposal and a cost proposal in Excel format. Mandatory requirements include the provision of a Unique Entity ID and certifications regarding lobbying, faith-based compliance, and prohibited activities. The state retains sole responsibility for inspection and acceptance of deliverables, which are generally deemed accepted 14 days after delivery or installation.
