Unit W Wastewater Interceptor Condition Assessment

The City of Thousand Oaks is executing the Unit W Wastewater Interceptor Condition Assessment Project under Streambed Alteration Agreement No. EPIMS-VEN-26963-R5, which was amended by the California Department of Fish and Wildlife pursuant to Section 1602 of the Fish and Game Code. Approved on November 7, 2025, the project focuses on assessing the internal condition of the Unit W Interceptor and replacing broken isolation valves. The scope of work comprises nine components, including the replacement of valves at structures W-A, W-D, and W-1, the Shapell lateral valve replacement, and the installation of pipe access tees in two areas. The project is located at the terminus of Hill Canyon Road in Thousand Oaks, California, specifically within Assessor's Parcel Numbers 667-0-120-240 and 667-0-120-160. Due to a storm in 2025 that destroyed previous materials, the agreement was amended to implement new materials and methodologies for four temporary culvert creek crossings. To ensure no new environmental impacts occur, all new crossing materials must fully span the creek, and no materials may be placed directly in the channel. The project is subject to specific mitigation measures as a condition of approval and has been determined to have no significant environmental effect within the jurisdiction of the California Department of Fish and Wildlife.
