The County of Shasta ("County") is soliciting proposals from qualified and experienced firms to provide professional video review, redaction, processing, and related public records request support services. The County receives requests pursuant to the California Public Records Act ("PRA") seeking video and/or audio recordings maintained by various County Departments. Some requests involve substantial quantities of security-camera footage and may require review of hundreds or thousands of hours of video. The purpose of this RFP is to identify one or more qualified firms capable of assisting the County with the efficient, accurate, and timely review and redaction of video and related recordings responsive to PRA requests. The selected contractor(s) will work under the direction of authorized County staff and, when appropriate, County Counsel. The County will determine what records are responsive to a request and what information must or may be withheld or redacted. The contractor's role will be to perform the technical review, processing, and redaction services assigned by the County.
