Westmoreland Transit is soliciting bids for the rehabilitation of its bus wash facility located at 1823 Sheridan Road in Jeannette, Pennsylvania, with three separate construction contracts available: General Construction, Mechanical Construction, and Electrical Construction. Bids must be submitted by 2:00 p.m. local time on August 12, 2026, through PennBid’s online portal using the project title “Westmoreland Transit Bus Wash Rehab,” with bid documents available starting July 6, 2026. A non-mandatory pre-bid meeting is scheduled for July 22, 2026, at the project site. The project requires compliance with federal Davis-Bacon wage rates and strongly encourages participation by Disadvantaged Business Enterprises (DBEs), with prime contractors obligated to meet reporting requirements under 49 CFR Part 26, including monthly DBE/SBE status submissions and prompt payment to subcontractors within 30 days of receipt of payment.
