The Bureau of Indian Affairs intends to award a sole-source contract to Sysco Montana, Inc. for food supply services to six detention centers across Montana and Wyoming, specifically targeting Blackfeet, Fort Belknap, Rocky Mountain Regional, Northern Cheyenne Juvenile Detention, Fort Peck Juvenile HUB, and Wind River Detention. This action is justified under the Revolutionary FAR Overhaul, utilizing revised FAR Part 12 and 41 U.S.C. 1901 authority, as Sysco Montana is the only responsible source capable of meeting the government’s stringent logistical demands, including cold-chain preservation and multi-site delivery to remote facilities. The contract will span a base year plus four optional years, running from December 2026 through December 2031, contingent on funding and continued need, with performance occurring entirely at the designated detention centers. No competitive solicitation is planned unless a capable alternative is identified through capability statements submitted by July 1, 2026, at 12:00 PM EDT via email to lara.wood@bia.gov, with all respondents required to be active in SAM.gov. The acquisition is classified under NAICS 722310 as a commercial item procurement, with evaluation based solely on logistics capacity, cold-chain capability, and proven multi-site delivery infrastructure—each a mandatory, non-negotiable threshold. No pricing data, contract value, or detailed payment or invoicing procedures are specified, and critical administrative roles such as the contracting officer, COR, or COTR are not named. Packaging must maintain product integrity under commercial standards, and acceptance occurs upon delivery at each site, though no formal inspection criteria beyond food safety and logistical reliability are outlined. The government retains full discretion to cancel the requirement or proceed with sole-source award without further competition.

NOTICE OF INTENT TO SOLE SOURCE
Introduction
This is a Notice of Intent to Sole Source and a Combined Synopsis/Solicitation for a commercial service, prepared in accordance with the Revolutionary FAR Overhaul (RFO), including the deviated FAR Part 5 posting requirements and FAR 12.6 as revised.
This notice constitutes the only solicitation; no quotes are being requested, and a separate written solicitation will not be issued.
Description
The Bureau of Indian Affairs (BIA) intends to issue a sole-source award to Sysco Montana, Inc., 1509 Monad Road, Billings, MT 59101, to provide food supply services for six detention centers within District V, covering Montana and Wyoming.
This action ensures the steady delivery of essential meals and food products to the following locations:
Montana: Blackfeet Detention, Fort Belknap Detention, Rocky Mountain Regional Detention, Northern Cheyenne Juvenile Detention, and Fort Peck Juvenile HUB.
Wyoming: Wind River Detention.
Sysco is considered the only responsible source capable of meeting the Government's requirement. Market research confirmed that no other vendor currently maintains the logistics capacity, cold-chain capability, and multi-site delivery routes required to support all six remote District V facilities. Sysco Montana's ability to meet these requirements is based on established infrastructure and facility-specific delivery experience.
The anticipated contract period of performance will be a base year plus four optional years, spanning from December 2026 through December 2031 (subject to availability of funds and continued agency need).
NAICS Code: 722310 - Food Service Contractors
Authority for Sole Source
This acquisition is conducted under the authority of FAR Part 12 (commercial) as revised under Revolutionary FAR Overhaul (RFO), RFO-deviated FAR Part 5 posting requirements, and 41 U.S.C. 1901 (commercial-item sole-source authority).
4. Submission of Responses
Capability statements will be considered solely to determine whether a competitive procurement is appropriate. All interested parties must be registered and active in SAM.gov at the time of submission.
The deadline for responses is 12:00 PM Eastern Daylight time (EDT) on July 1, 2026.
If no capability statements are received within the posting period demonstrating the ability to meet the Government's requirements, the Government will proceed with a sole-source award. A determination by the Government not to compete this requirement is solely within the Government's discretion. Information received will be used only to determine whether a competitive procurement is appropriate.
This Notice of Intent does not obligate the Government to award a contract. The Government reserves the right to cancel this requirement at any time.
All responses and capability statements must be submitted via email to lara.wood@bia.gov. No telephone
