Introduction
This is a Notice of Intent to Sole Source and a Combined Synopsis/Solicitation for a commercial service, prepared in accordance with the Revolutionary FAR Overhaul (RFO), including the deviated FAR Part 5 posting requirements and FAR 12.6 as revised.
This notice constitutes the only solicitation; no quotes are being requested, and a separate written solicitation will not be issued.
Description
The Bureau of Indian Affairs (BIA) intends to issue a sole-source award to Sysco Montana, Inc., 1509 Monad Road, Billings, MT 59101, to provide food supply services for six detention centers within District V, covering Montana and Wyoming.
This action ensures the steady delivery of essential meals and food products to the following locations:
Montana: Blackfeet Detention, Fort Belknap Detention, Rocky Mountain Regional Detention, Northern Cheyenne Juvenile Detention, and Fort Peck Juvenile HUB.
Wyoming: Wind River Detention.

4. Submission of Responses
Capability statements will be considered solely to determine whether a competitive procurement is appropriate. All interested parties must be registered and active in SAM.gov at the time of submission.
The deadline for responses is 12:00 PM Eastern Daylight time (EDT) on July 1, 2026.
If no capability statements are received within the posting period demonstrating the ability to meet the Government's requirements, the Government will proceed with a sole-source award. A determination by the Government not to compete this requirement is solely within the Government's discretion. Information received will be used only to determine whether a competitive procurement is appropriate.
This Notice of Intent does not obligate the Government to award a contract. The Government reserves the right to cancel this requirement at any time.
