Acquisition of four (4) EV utility cargo vans for US Mission in France

The U.S. Embassy in Paris is seeking to acquire four small full-electric utility cargo vans for use by the U.S. Mission in France under solicitation number 19FR6326Q0091, with offers due by July 23, 2026, at 19:00 CET. The contract will be awarded as a firm fixed price agreement to the lowest priced, technically acceptable, and responsible offeror, with no discussions expected after initial submissions. All offerors must be registered in the System for Award Management (SAM) database and provide proof of registration including the UEI number; failure to maintain active SAM registration at the time of proposal submission will result in the offer being deemed non-responsible. Proposals must be submitted electronically to ParisContracting@state.gov in English, using MS Word, Excel, or PDF formats not exceeding 30MB per email. The required documentation includes a completed SF-1449 form covering specific blocks, Section 5 Representations and Certifications, a detailed pricing schedule for both the vehicles and preparation package, proof of business establishment in France such as a Kbis, and the name of a Project Manager fluent in both English and French who can serve as a direct liaison to the Embassy. Each vehicle must meet strict technical specifications including a minimum 300 km WLTP range, automatic transmission, white exterior paint, maximum height of 1900 mm, and a load volume of 4m³. The configuration requires a cargo utility body with no rear or side windows, front doors, a metal sliding door on the right side, and metal trunk doors with a 60/40 split opening. Interior features must include textile front seats, front rubber floor mats, front electric windows, and an adjustable driver’s seat with lumbar support. The contractor must also provide the name and address of at least one maintenance garage located in Paris or its vicinity.
