Artificial Intelligence (AI) Strategic Roadmap and Governance Framework Consultant

Pinellas County, through its Business Technology Services department, has issued solicitation 26-0732-RFP to engage a qualified consulting firm to develop a comprehensive Artificial Intelligence Strategic Roadmap and Governance Framework. The objective is to establish a structured approach for the responsible adoption of AI across various constitutional functions, ensuring that legal, ethical, cybersecurity, workforce, and fiscal considerations are addressed. The selected consultant will provide strategic advisory services to create an enterprise-wide roadmap, governance structures, and policy frameworks, alongside an organizational readiness assessment and the identification of AI use cases. This effort is designed to produce a phased implementation strategy over a three to five year planning horizon, aligning AI initiatives with strategic priorities while maintaining compliance with Florida public records laws and protecting sensitive data. The procurement process requires proposals to be submitted via OpenGov by September 15, 2026. Bidders must provide at least three U.S.-based public sector references for similar projects completed within the last three to five years. Compliance requirements for the contract include meeting specific insurance minimums, such as one million dollars in general liability per occurrence, and submitting mandatory affidavits regarding human trafficking, common carrier attestations, and certifications that the contractor is not owned or controlled by a foreign country of concern. The final engagement will focus on delivering a measurable return on investment through integrated governance, procurement safeguards, and performance measurement standards to ensure a secure and transparent deployment of AI technologies.
