Behavioral Risk Factor Surveillance System (BRFSS) Data Collection

The State of North Dakota Department of Health and Human Services is soliciting proposals under RFP SRC000436 for the collection of Behavioral Risk Factor Surveillance System (BRFSS) data. The selected contractor will be responsible for the end-to-end survey process, including programming and testing the survey in a Computer Assisted Telephone Interviewing (CATI) system, hiring and training interviewers, and conducting an estimated 6,000 total completed interviews, consisting of 4,800 cell phone and 1,200 landline surveys. All data collection must adhere to Centers for Disease Control and Prevention (CDC) protocols, and the 2027 survey will be conducted exclusively in English with an average interview length of 26 minutes. The contractor is required to provide machine-readable datasets to both the CDC and the state on a monthly basis. The contract is a firm fixed price with adjustment, covering a primary performance period from January 1, 2027, through December 31, 2027, with five optional twelve-month renewals and a possible three-month extension. Award decisions are based on a total score combining a technical proposal (90 points) and a cost proposal (10 points), with the technical score further divided between the scope of work strategy and experience and qualifications. The state will perform quality control through monthly dataset reviews and an annual site visit. Proposals must be submitted electronically via the NDBuys portal, with technical and cost components provided as separate files.
