HHS for Drug and Alcohol Consumer Satisfaction Survey

Montgomery County is seeking an external vendor to design, administer, analyze, and report on consumer satisfaction and member experience activities for the Drug and Alcohol (D&A) and Substance Use Disorder (SUD) system. The primary objective is to strengthen system-wide quality monitoring and align with Pennsylvania HealthChoices Behavioral Health Program Standards, specifically Appendix L. The selected vendor will be responsible for surveying at least 500 unique Montgomery County residents annually to inform quality improvements. Key deliverables include a D&A Crosswalk mapping survey domains to state requirements, quarterly activity reports, provider-level summary packets, and a comprehensive annual report on system-level trends. The contract is for an initial one-year term starting January 1, 2027, with the possibility of up to four one-year renewals. The vendor must demonstrate expertise in behavioral health systems, ASAM levels of care, and trauma-informed practices, while ensuring that individuals with lived D&A/SUD experience inform the project's design and implementation. Compliance requirements are stringent, requiring adherence to HIPAA, the Breach of Personal Information Notification Act, and the execution of a Business Associate Agreement. Proposals must include a detailed staffing plan, a cost proposal using provided Excel templates, and certifications regarding business size, diversity, and the absence of organizational conflicts of interest. All work is subject to inspection and acceptance by an authorized representative of the County Commissioners based on a Deliverable Approval Plan.
