This solicitation, numbered FA520926Q0045, is a Request for Quotation issued under FAR Part 12 for commercial shuttle bus services transporting U.S. Army personnel between Camp Zama, Sagamihara Housing Area, and Yokohama North Dock in Kanagawa Prefecture, Japan. The contract requires the provision of two large buses with a minimum of forty-five passenger seats each for scheduled service during a base period from August 1, 2026, to July 31, 2027, with two one-year option periods extending through July 31, 2029. Unscheduled chartered bus services are also included as a separate line item for both base and option periods, with all pricing structured as firm-fixed-price contracts. Award will follow the Lowest Price Technically Acceptable (LPTA) method, where technical acceptability is determined by a single pass/fail gate: the offeror must hold a valid General Passenger Transportation Business permit issued by Japan’s Ministry of Land, Infrastructure, Transport and Tourism for operations within Kanagawa Prefecture. Failure to provide this permit renders the quotation unacceptable regardless of price. All submissions must be made electronically in three distinct parts—Summary and Miscellaneous Data, Technical Offer with permit documentation, and Price Quotation in Excel format—and must be sent to specified email addresses with the exact subject line referencing the solicitation number. Quotations must be submitted by June 29, 2026, at 2:00 PM Japan Standard Time, and offerors must confirm receipt by phone. The Government reserves the right to award without discussions and may reject any quote that is incomplete, unreasonable, or noncompliant. The contract mandates compliance with a series of federal and local requirements, including adherence to the Performance Work Statement, applicable Japanese transportation laws, and specific U.S. Department of Defense security and safety protocols. Contractors must provide proof of automobile liability insurance and a “Safety Bus” certification from the Nihon Bus Association or equivalent.
