Executive Search Firm for Selection of DHE Commissioner
Solicitation # BD-27-1088-RGT01-RGT01-132912
The Massachusetts Department of Higher Education is seeking an executive search firm or consultant to recruit, screen, and recommend qualified candidates for the position of Massachusetts Commissioner of Higher Education. The procurement is structured in two phases: an initial assessment of organizational priorities to develop a position profile and recruitment strategy, followed by the implementation of that strategy to identify three to five finalists. Key requirements include conducting stakeholder engagement with board members and legislature, executing a national recruitment strategy that targets diverse and historically marginalized populations, and providing a report on the diversity of the candidate pool. This is a Small Business Purchasing Program procurement with an estimated annual value of $250,000 or less. Award selection is based on best value, evaluating factors such as the firm's track record in recruiting diverse leaders, experience with state boards of higher education, and understanding of the political climate. Bidders must be registered SBPP participants in COMMBUYS and submit a Supplier Diversity Plan with at least a 1% spending commitment. Proposals must be submitted electronically via COMMBUYS by September 15, 2026, at 5:00 PM, and must include a letter of submittal, proposal narrative, management structure, and cost proposal. Payments are issued via Electronic Funds Transfer 45 days after invoice receipt, subject to standard Commonwealth terms and conditions.

The City of Carmel-by-the-Sea is seeking a qualified executive recruitment firm to lead a nationwide search for its next City Administrator, a critical leadership role responsible for managing day-to-day municipal operations, implementing City Council policies, and overseeing approximately 87 full-time employees. As a one-square-mile General Law City within California’s Coastal Zone, Carmel-by-the-Sea is distinguished by its artistic heritage, natural beauty, and strong commitment to preserving its unique village character, with no formal sidewalks or streetlights in much of the residential area and over 80 acres of public parkland. The City Administrator must align with this distinctive community identity while managing an annual budget of approximately $41 million and delivering high-quality services including public safety, planning, public works, and cultural programming through partnerships such as fire and ambulance services with the City of Monterey. The recruitment process is structured in four phases: assessing the role and developing a tailored strategy, conducting nationwide outreach and active candidate recruitment, screening and evaluating applicants through reference and credential verification, and assisting with final interviews, background checks, and offer negotiations. Proposals must include resumes of key personnel, a detailed work plan, itemized costs and timeline, five professional references—preferably from California public agencies—and optional complementary services. The selection will prioritize the firm’s proven experience in executive local government searches, the quality and reach of its recruitment approach, cost-effectiveness, and performance history with public agencies. The top three firms will present to the City Council on August 4, 2026, either in person or via Zoom, and all proposals must be submitted as a single PDF to Marisa Bermudez by 5:00 p.m. on Friday, July 10, 2026.
