The Naval Surface Warfare Center Carderock Division intends to award a Firm Fixed Price contract solely to Craneworks Inc. for comprehensive crane and weight handling equipment services essential to the Operations Department’s Infrastructure Division. These services include annual and monthly inspections, weight and load testing, preventative and basic maintenance, service requests, and emergency repairs. The contract is being issued on a sole source basis because Craneworks Inc. is the only known vendor within a two-hour response radius of the facility that holds the full suite of mandatory NAVFAC P-307 certifications required by U.S. Navy regulations for operating, inspecting, and certifying weight handling equipment. Compliance with NAVFAC P-307 is non-negotiable due to its critical role in preventing catastrophic failures, property damage, and loss of life, making timely access to certified personnel imperative. The government has determined that no other qualified vendor meeting these regulatory and geographic requirements exists. This notice is a combined synopsis and solicitation for information, not a competitive procurement, but responses submitted by the deadline of July 24, 2026 at 7:00 PM ET may influence the government’s decision on whether to proceed without competition. Interested parties must submit a capabilities statement to be considered. The action is designated as a Total Small Business Set-Aside under NAICS code 811310, and all inquiries should be directed to James McGarvey or Heather Valiga at the provided email addresses and phone numbers. The contract will be managed from the office located in Bethesda, Maryland, with services performed at the Carderock facility. Failure to meet the response deadline may disqualify potential respondents, and the government retains full discretion to proceed with sole-source award regardless of submissions received.
