Conditional Use Permit No. PA-2500420 authorizes the establishment of a utility-scale solar energy system on approximately 18.5 acres of a 20-acre parcel of prime farmland located in Lodi, California. Proposed by RPCA Solar 25, LLC and overseen by the San Joaquin County Community Development Department, the project will be constructed over a three-year period to generate up to 4 megawatts of alternating current energy. The facility will interconnect with the existing Pacific Gas and Electric Company distribution system along the northwest boundary, with all generated power being sold to PG&E. To preserve the agricultural integrity of the site, the project utilizes driven steel piers instead of slab foundations to prevent soil compaction and ensure the land can be fully restored at the end of the system's operational life. Soil health and stability will be maintained through the use of drought-tolerant, pollinator-friendly seed mixes. The project has undergone an environmental assessment resulting in a Mitigated Negative Declaration, addressing key factors such as biological resources, air quality, and greenhouse gas emissions, while coordinating with the San Joaquin Council of Governments regarding habitat conservation and open space planning.
