Conditional Use Permit No. 22-05 (Westlands Cherry Solar Project)

The applicant is proposing to amend a previously approved Conditional Use Permit (CUP) for a 250 megawatt (MW) commercial solar photovoltaic facility with 250 MW battery storage to be located at 24900 Nevada Ave., Stratford, Assessor’s Parcel Numbers 026-300-034, 026-320-006, -010, -011, -017, -020, -021, -022, -023, -024, and 026-330-037. The previously approved CUP also includes a substation, gen-tie line, Operations & Maintenance facility, 60’ x 120’ storage building, and ancillary infrastructure and equipment on approximately 2,077.26 acres. This CUP was approved by the Kings County Planning Commission on April 6, 2026. The proposed amendment is to refine language in Mitigation Measure BIO-3 (Protection of Burrowing Owls) contained in the Initial Study/Mitigated Negative Declaration (IS/MND) that was adopted for the project. The proposed revisions to MM BIO-3 are solely intended to remove ambiguity and to provide needed clarity regarding the mitigation requirements. The proposed revisions represent technical changes that do not reflect new significant impacts, or increased severity of previously identified significant impacts, to the burrowing owl. An addendum to the IS/MND has been prepared as part of the CUP amendment. No changes to the previously approved development plan, construction, or operating characteristics of the Westlands VI Solar Project are proposed.
