The contract covers provision of health care, psychiatric, nursing, dental, medical records staffing, and administrative services at 22 State Correctional Institutions, a Forensic Treatment Center, mental health units, skilled care and personal care units, and community correction centers. The procurement is structured into three distinct lots to accommodate various offeror capabilities: Lot 1 for Health Care Staffing and Services, Lot 2 for Psychiatric Staffing and Services, and Lot 3 for a comprehensive combination of both services. Offerors may submit proposals for any individual lot or a combination thereof but must provide separate, complete technical and cost proposals as well as Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation packets where applicable. Key participation goals include 9% for SDB and 3% for VBE on Lots 1 and 3. The contract term is established for five years with an option for three additional one-year renewals, and funding allocations reflect base annual budgets of $115 million for Lot 1, $35 million for Lot 2, and $150 million for Lot 3, with annual cost increases capped at 5%. The scope demands provision of healthcare services equivalent to public healthcare standards, inclusive of psychiatric care, nursing, medical records management at select facilities, dialysis support, and other ancillary services, all subject to compliance with DOC policies and confidentiality agreements. An informational session for prospective offerors will be held on December 19, 2025, to address SDB and VBE participation goals and other queries.
