Edgemont Substation (City Project)

The Edgemont Substation project is a city-led initiative by the City of Moreno Valley in Riverside County, California. Located on three city-owned parcels on the west side of Day Street, north of Cottonwood Avenue and south of Dracaea Avenue, the project encompasses APNs 261-180-078, 263-180-012, and 263-180-013. The scope of work involves the construction of a 115 kilovolt delta-grounded substation power transformer, a 34.5 kilovolt panel pad, and a 12 kilovolt panel pad, as well as the installation of a perimeter block wall around the entire project site. The project is classified under NAICS code 237130 and is designated as a Class 32 In-Fill Development Categorical Exemption in accordance with CEQA Guidelines Section 15332. Administrative oversight is managed by the City of Moreno Valley and Moreno Valley Utilities, with a recorded notice of exemption filed in July 2026.
