Canada Mortgage and Housing Corporation (CMHC) is soliciting qualified executive search firms through a Request for Standing Offer (RFSO-4010) to support the recruitment of senior leadership on an as-needed basis over a five-year term. The solicitation is divided into two streams: Stream 1 targets executive leadership roles at the Vice-President level and above, including VP/Deputy Chief and SVP/Chief positions, while Stream 2 focuses on director-level and equivalent roles. Proposals must demonstrate strong methodologies for sourcing, assessing, and shortlisting candidates, with a strict requirement to implement inclusive practices and provide accountability measures for delivering diverse candidate pipelines, aligning with CMHC’s commitment to diversity, equity, inclusion, and accessibility under federal legislation. Respondents must submit a comprehensive technical response addressing seven rated criteria—approach and methodology (30%), organizational experience (15%), area of expertise self-assessment (15%), service level agreements and replacement guarantees (15%), team qualifications (10%), fee structure (10%), and value-added offerings (5%)—and achieve a minimum overall score of 70% to be considered responsive. A maximum of ten firms per stream will be selected to enter into a Standing Offer Master Agreement based on a combined evaluation of technical merit and pricing, with pricing to be negotiated post-selection and submitted via Appendix B, including optional service fees and alternative models such as fixed fees per hire or volume discounts. The Standing Offer agreement allows CMHC to issue Call-ups for specific executive searches, with services performed by the selected firm from its Canadian-based office. All engagements require a formal Purchase Order and cannot commence or be invoiced until after services are rendered; invoicing must reference the PO and Master Agreement, specify the Canadian value of services for tax purposes, and be submitted electronically to CMHC’s accounts payable. Payment is made via Electronic Funds Transfer within 30 days of invoice receipt. Firms must comply with CMHC’s Vendor Code of Conduct, including mandatory attestations on forced labor and child labor in supply chains, and adhere to strict confidentiality and privacy protections under the Privacy Act, with full accountability for obtaining candidate consent and embedding Privacy by Design principles across their processes. Security screening at the RELIABILITY level may be required for personnel involved, and criminal records checks are mandatory.
