Green River Ranch Specific Plan Amendment and Industrial Business Park Project & Relocation of Proposed Constrained Linkage 1

The City of Corona is proceeding with the Green River Ranch Specific Plan Amendment and Industrial Business Park Project, which will develop a 50.53-acre site into a business park comprising five buildings and associated parking areas. As part of this initiative, the project involves significant earthwork, including grading and filling of unnamed tributaries to the Santa Ana River, resulting in the loss of Oak Woodland habitat. To manage stormwater and mitigate flood risks, detention basins are planned to be constructed at the top of manufactured slopes to intercept runoff and debris flows, with downstream drainage systems aligned to follow the site’s natural flow patterns. General road improvements are also included on Green River Road, Palisades Drive, and Fresno Road to support the development. This project is authorized under a Lake and Streambed Alteration Agreement issued by the California Department of Fish and Wildlife pursuant to Fish and Game Code section 1602, ensuring compliance with environmental regulations governing alterations to aquatic habitats. The planning and permitting process is being coordinated through City of Corona’s Planning Manager, Sandra Vanian, and the California Department of Fish and Wildlife’s Environmental Scientist, Enola Fulgencio.
