Hotel Services For Our 2026 US Probation & Pretrial Services Post Conviction Division Training Conference

The United States District Court for the Central District of California, Probation and Pretrial Services Office, is soliciting direct proposals from hotel and resort management for the 2026 Post Conviction Division Training Conference, with a required location in waterfront or bayfront areas of San Diego, Oceanside, Carlsbad in San Diego County, or San Clemente in Orange County. All properties must maintain a minimum 4-star rating from Michelin, Hotels.com, or TripAdvisor.com, and proposals must originate directly from hotel management—no brokers will be accepted. Responses must include a technical proposal outlining the approach and project management plan aligned with the statement of work, along with a detailed price quotation using the official quote sheet on Page 8, broken down by task and supported by documentation. The award will be made to the lowest-priced technically acceptable offer, subject to mandatory pass/fail gates including direct hotel submission, facility rating compliance, and full technical proposal submission. Site surveys may be conducted prior to award to verify that physical requirements are met, including contiguous meeting space separate from public areas, an onsite restaurant seating at least 100 guests, a family-friendly environment, complimentary or reduced-rate parking for 120 vehicles, and provision of specific audiovisual equipment such as two wireless handheld microphones, one wireless lapel microphone, and two 7.5ft x 10ft projection screens. Government rates for guest rooms are set at $199.00 per night for San Diego County and $191.00 per night for Orange County, excluding taxes. California and U.S. flags on stands and an agency banner must be displayed throughout the event. All guests are responsible for their own room and incidental charges upon departure. The judiciary does not accept master accounts, damage deposits, or advance payments beyond services rendered, nor will it pay for taxes, surcharges, insurance, or indemnification clauses; such provisions are void. Sales tax, occupancy tax, and other applicable taxes are exempt. Invoices must reference the purchase order number and be submitted by the hotel for all conference-related services including meeting spaces, food and beverage, and AV rentals. Questions regarding the solicitation must be submitted by July 14, 2026, and final proposals must be emailed to Veronica Lujan, Contracting Officer, no later than July 24, 2026, local time. The contract is fixed price, unclassified as to set-aside, under NAICS code 7
