The contract is a firm fixed price arrangement, with pricing required in Indonesian Rupiah NETT without VAT, as the service is exempt. The scope includes specific logistical support such as dedicated control rooms, coffee breaks, and lunch service, all tied to precise dates and participant counts, with performance evaluated against a threshold of no more than ten customer complaints per package. The contractor must provide a Project Manager fluent in English, clearly identify all personnel as non-federal contractors in all communications, and submit detailed documentation including floor plans, security posture illustrations, and references from three past clients. The Government will award to the lowest-priced, acceptable, responsible offeror, reserving the right to reject unreasonably high or low bids, with payment directed to the embassy’s financial office in Jakarta, invoices presented in duplicate with VAT itemized separately despite the exemption. Performance is monitored through a Quality Assurance and Surveillance Plan overseen by the Contracting Officer’s Representative, who is designated as the PAS Officer, with strict adherence to local legal, safety, and labor standards required. All proposed facilities must meet high security and safety benchmarks, including adequate fire escape provisions, and the contract incorporates numerous FAR and DOSAR clauses covering ethics, nondisplacement, equal opportunity, privacy, protest procedures, and prohibition of contracting with inverted domestic corporations.
